DIMSUM MAKING

The Livelihood and Cooperative Development Office (LCDO) recently conducted a “Dimsum Making” seminar at the East Tapinac Barangay Hall. Thirty (30) participants were successfully completed in this two-day seminar.

The trainors of LCDO, Linda Generao, Evelyn Booc and Jocelyn Moratin showed the participants from East Tapinac and various places of Olongapo the different ways and techniques of making Dimsum.

Siomai, puto pie, and kikiam were some of the dimsum that the participants learned to make.

The said training in East Tapinac was just one of the many trainings that will be conducted by LCDO in line with the programs of Mayor Gordon to boost the livelihood of Olongapeños.

LIVELIHOOD TRAINING IN EAST BAJAC-BAJAC

Mayor James “Bong” Gordon, Jr. awarded the twenty-two (22) participants of East Bajac-Bajac at the Rizal Triangle Multi Purpose Center on June 23, 2008 with Certificates of Completion for successfully completing the training/seminar in haircutting conducted by the Livelihood and Cooperative Development Office (LCDO).

The five (5) day training/seminar was held in the Brgy. Hall of East Bajac-Bajac from June 16-20, 2008 with the theme ‘Isang Gunting, Isang Suklay’.

“Nakadagdag po sa aming pagkatuto ang mga kompletong equipment sa paggupit na libreng pinagamit ng mga facilitators,” said Ma. Theresa Orio, one of the participants.

Chris Tooley, a professional hairdresser and member of Olongapo’s Hairdressers Association and his assistant Norfa Balor, who graduated from the same training in 2005 trained and guided the participants.

Basic haircutting like barber’s cut, layer hair style and hair trimming were some of skills learned by the participants.

The said training was just one of the many trainings that are being conducted by LCDO in line with the programs of Mayor Gordon to advance the livelihood opportunities for the benefit of the Olongapeños.

“Hindi hadlang ang kahirapan para umangat sa buhay. Sa tulong ng mga skills on the different sources of livelihood na tulad ng haircutting at skills on food processing maaari nang makapagsimula ang ating mga kababayan ng munting negosyo bilang simula ng kanilang pag-asenso,” Mayor Gordon stated.

Free Livelihood Training

Livelihood Trainings ang patuloy na isinusulong ni City Mayor James “Bong” Gordon Jr. kaya naman nitong ika-13 at 14 ng Mayo 2008 ay nagsagawa ng ‘’Squash Based Products-Free Training’’ ang Livelihood Cooperative Development Office (LCDO) sa mahigit limampung (50) mga kababaihan ng Barangay West Bajac-Bajac.

Mga residenteng may edad na labing-walo (18) pataas na interesadong magnegosyo ang tinuruan ng mga kasanayan na maaaring pagkakakitaan tulad ng Food processing at cooking demo.

“Ang mga kababaihan ang kadalasang magaling sa pagnenegosyo dahil sa pagkamasinop at kasanayan sa pagba-budget. At ang mga panimulang negosyo ay yung mga nangangailangan ng galing ng kababaihan tulad sa pagluluto, food processing at iba pa, kaya’t matuto kayo dahil pakikinabangan ninyo ito at ng inyong pamilya ,” mensahe ni Mayor Gordon.

Ang livelihood trainings na umiikot sa labingpitong (17) barangay sa lungsod ay bahagi ng kabuuang programa ni Mayor Gordon sa pangkabuhayan na pinangungunahan ng Livelihood & Cooperative Development Office (LCDO) bilang in-charge sa patuloy na pagbibigay ng iba’t-ibang trainings na pangnegosyo.

Naglalaan din ng pondo si Mayor Gordon upang matulungan sa pinansyal na aspeto ang mga nagsisimulang negosyante. Dito ay nagbibigay ng financial assistance ang pamahalaan upang higit na maging kabahagi na makamit ang naisin na magkaroon ng pagkakakitaan ang isang pamilya.

Tuwang-tuwa ang mga dumalo sa training at nabigyan sila ng pag-asa para matupad ang negosyo na talaga namang desidido nilang simulan at palaguin. “May pagkakataon na kaming umasenso. Salamat sa tulong ni Mayor Gordon,” sambit ni Mrs. Fatima Santos, isa mga dumalo sa training.

Livelihood Business Opportunity Seminar

Nagsagawa ng Livelihood Business Opportunity Seminar ang Livelihood and Cooperative Development Office (LCDO) nitong ika-13 ng Pebrero 2008 sa Conference Room ng Olongapo City Hall.

Sa inisyatibo ni City Mayor James “Bong” Gordon, Jr., ang naganap na business opportunity seminar ay nagbigay-daan para sa mga Olongapeño na magkaroon ng kaalaman hinggil sa ipinakikilalang bagong negosyong pangkabuhayan.

Sa pakikipag-ugnayan sa dL Natural Healthcare and Beauty Products, pinangunahan ni LCDO Officer Aileen Cuevas–Sanchez ang naturang seminar na dinaluhan ng mga Barangay Livelihood Officers mula sa iba’t ibang barangay ng lungsod.

Ipinakilala sa seminar ang networking business opportunity na hatid ng dL Natural Healthcare and Beauty Products kung saan ay tampok na produkto ang mga essential oils na malimit ginagamit na pang-aromatheraphy. Sa pamamagitan ng pagiging ‘dL distributor’ ay maaari nang makapagsimula ng maliit na negosyo ang mga interesadong entrepreneurs.

Sa pamamagitan ng LCDO, patuloy ang mga livelihood programs ng lungsod tulad ng pagbibigay ng katulad na mga business opportunity seminars, libreng livelihood trainings at Marketing Assistance sa pamamagitan ng ‘Gawang Gapo’ na nagbibigay oportunidad sa mga Olongapeño entrepreneurs na makapagpakilala ng kani-kanilang mga produkto.

LIVELIHOOD CAPITAL ASSISTANCE BUHAT KAY MAYOR GORDON

Naging maaga ang pasko ng dalawamput-isang (21) Olongapeñong tumanggap ng ‘’Livelihood Financial Assistance’’ buhat sa Pamahalaang Lokal ng lungsod sa pangunguna ni City Mayor James ‘’Bong’’ Gordon, Jr.

Personal na ini-abot ni Mayor Bong Gordon ang mga sobreng naglalaman ng tulong pang-kabuhayan bilang pag-alalay sa mga masigasig na residente ng lungsod na nais magkaroon ng sariling maliit na negosyo o livelihood.

‘’Ang aking mga magulang ay parehong negosyente bago pa sila pumasok sa pulitika. Kaya pareho nilang nakita ang benipisyo ng pagnenegosyo,’’ wika ni Mayor Gordon.

‘’Magsimula kayo sa maliit na negosyo at samahan ng maraming sipag, tiyaga at panalangin at sigurado ako sa ating muling pagkikita ang inyong nasimulan ay doble na ang kita,’’ dagdag pa ng punong-lungsod.

Ang mga tumanggap ng financial assistance nitong ika-27 ng Nobyembre 2007 sa Lobby ng City Hall ay tugon sa dagsang liham na natatanggap ng Mayor’s Office at ng Livelihood Cooperative Development Office (LCDO) na humuhiling ng pang-unang puhunan o kaya’y karagdagang puhunan sa kanilang nang nasimulan na livelihood.

Ang perang binigay ay pautang lamang o loan na ipinapahiram at kailangang maibalik sa loob ng sampung (10) buwan, nang walang interes at ipinapa-ikot din lamang ng Pamahalaang Lokal upang mas marami ang makinabang.

Samut-saring negosyo ang sisimulan ng mga benipisaryo kabilang na ang sari-sari store, lutong-ulam, pag-aalaga ng hayop, e-load business at marami pang ibang pagkakakitaan.

City Gov’t Taps Barangays to Brace Livelihood Projects

Hinihikayat ng Sangguniang Panlungsod ng Olongapo ang mga Barangay Council sa lungsod na magtalaga ng kaukulang budget para sa mga livelihood projects ng kani-kanilang barangay.

Sa bisa ng Resolution No. 121 Series of 2007 na ipinanukala ni Kgd. Elena Dabu, inatasan ng City Council ang mga barangay sa Olongapo City na paglaanan ng sapat na pondo ang mga programang pangkabuhayan.

Nilalayon ng naturang resolusyon na paigtingin pang lalo ang adhikain ng City Government sa pamumuno ni City Mayor James ‘’Bong’’ Gordon, Jr. na mabigyan ng oportunidad sa livelihood development ang mamamayang Olongapeño.

Kakawing ng mga pagsisikap ng Olongapo City Government na maarmasan ang mga Olongapeño ng livelihood skills at entrepreneurial spirit, ang Resolution No. 121 ay binalangkas upang tumbasan ng mga Barangay ang naisin ng lokal na pamahalaan na maiangat ang antas ng kabuhayan ng mamamayang Olongapeño.

Naniniwala ang City Government na makakatulong ito upang higit na maiangat ang economic condition ng mga “financially marginalized”.

Samantala, sa pamamagitan naman ng Ordinance No. 50, Series of 2005, itinatag ng lokal na pamahalaan ang City Livelihood and Cooperative Office na siya namang bubuo sa Olongapo Cooperative Development Council na higit pang tutulong sa kasalukuyang administrasyon na maabot ng mga programang pangkabuhayan sa barangay level.

WHEREAS, the City Government of Olongapo recognizes the need to revitalize and reinvigorate the residents of Olongapo to spur economic growth within the City;

WHEREAS, livelihood programs and business opportunities should be integrated in the thrust of the City Government of Olongapo to pump-prime the flow of economic wealth in the City amidst national economic crisis and financial turmoil;

WHEREAS, livelihood programs shall cater primarily to uplift the economic condition of financially-marginalized Olongapo residents;

WHEREAS, livelihood development programs shall have a direct effect on the marginalized Olongapo residents and will have trickle-down effect as regards flow of wealth in the City of Olongapo;

WHEREAS, cooperative development should be used as a tool to help alleviate the marginalized sectors of the local government unit pursuant the Cooperative Code of the Philippines;

WHEREAS, the City deems that it is in the best interest of the City that a full-pledge Office will cater to the livelihood programs and cooperative development for the residents of Olongapo City;

NOW, THEREFORE, on motion of Councilor Bella P. Asuncion, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 50
(Series of 2005)

AN ORDINANCE CREATING THE CITY LIVELIHOOD AND COOPERATIVE DEVELOPMENT OFFICE

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. A City Livelihood and Cooperative Development Office is hereby created whose functions shall be as follows:

FUNCTIONS:

Formulate measures for the approval of the Sanggunian and provide technical assistance and support to the city mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to livelihood and cooperative development services as provided for under the Local Government Code.

Develop plans and strategies and upon approval thereof by the city mayor, implement the same particularly those which have to do with livelihood programs and projects which the city mayor is empowered to implement and which the Sanggunian is empowered to provide for under the Local Government Code.

Identify the basic needs of the needy, the disadvantage and the impoverished and develop and implement appropriate measures to alleviate their problems and improve their living conditions.

Assist the city mayor in implementing the barangay level program for the livelihood and total development.

Facilitate the implementation of livelihood programs, cooperative development, fish port and such other activities which would eliminate or minimize the ill-effect of poverty.

Recommend to the Sanggunian and advise the city mayor on all other matters related to livelihood and cooperative development services which will improve the livelihood and living conditions of the inhabitants.

Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

SECTION 2. The organizational structure of the said office is hereby created as follows:

The personnel office shall be responsible in the formulation of job description of each item in the organizational structure.

SECTION 3. That the Office of the City Mayor shall recommend the required appropriation under a Supplemental Budget.

SECTION 4. This ordinance shall take effect upon its approval subject to existing government accounting and auditing rules and procedures.
