A RESOLUTION AUTHORIZING THE OLONGAPO CITY GOVERNMENT REPRESENTED BY THE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH HANJIN HEAVY INDUSTRIES & CONSTRUCTION-PHILS. (HHIC-PHILS) AND THE TECHNICAL EDUCATION AND SKILLS DEVELOPMENT AUTHORITY (TESDA) FOR SKILLS TRAINING PROGRAM
WHEREAS, under President Gloria Macapagal Arroyo’s administration, the government has set employment generation and the development of the Subic-Clark areas as two of the priorities under its ten-point development agenda;
WHEREAS, the HHIC-PHILS is putting up shipbuilding facilities inside the Subic Bay Freeport Zone that is expected to attract related investments in the area, generate employment and promote transfer of technology and skills;
WHEREAS, the development of a critical mass of highly skilled workers for shipbuilding is essential not only to the growth of the company but also to the realization of long term development goals in the Subic-Clark area;
WHEREAS, there is an urgent need to address the immediate and long terms skills demand of the project and other peripheral industries that it will spawn;
WHEREAS, the City of Olongapo, being the most populous and the only highly urbanized area adjacent to the Subic Bay Freeport Zone, has the resources for, and is willing to contribute to the training of skilled workers for shipbuilding;
NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Olongapo City Government represented by the City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement with Hanjin Heavy Industries & Construction-Phils. (HHIC_PHILS) and the Technical Education and Skills Development Authority (TESDA) for Skills Training Program.
